Board of Education Monthly Meeting Summary: June 24

The Edwardsville Community Unit School District #7 Board of Education met on Monday, June 24, 2024, in the Liberty Middle School Auditorium for its monthly board meeting.    

These are not the official meeting minutes and do not include every detail from the meeting but rather a summary to assist the District #7 community. The official minutes can be found on the District #7 Board of Education Board Docs once approved by the Board. 

Responsibility Centered Discipline (RCD) & Behavior Matrix  
The Behavior Matrix and Responsibility Centered Discipline (RCD) was reviewed with additional information shared for the 2024-25 school year.  

While the matrix is an internal document, the top portion of it will be included in the 2024-25 student handbook, alongside identified prohibited conducts. This matrix serves as a guide for determining appropriate discipline for misconduct, but in accordance with Senate Bill 100, each incident and student will be evaluated on a case-by-case basis. 

RCD is not a form of punishment or consequence; rather, it is the process the district uses to re-teach building expectations. Starting from the first day of school, MTSS building expectations will be emphasized with daily teaching and reteaching through morning meetings, morning announcements, aligning classroom rules with MTSS expectations, positive behavior reinforcements, and parent communications. This approach underscores that behavior is a collective responsibility involving students, parents, and educators. 

Health Curriculum  
The middle school health curriculum review began in summer 2022 when the Illinois State Board of Education (ISBE) adopted new national standards. The review involves updating the existing Glencoe Health curriculum to a newer version that aligns with Illinois standards and mandates, while also incorporating digital content and reorganizing the structure of the material. The implementation plan is set for the 2024-2025 school year, targeting 7th and 8th grades, with ongoing professional development and vertical articulation with high school health programs. The team is recommending the Board approve the curriculum during their July monthly board meeting.  

In action, the Board approved:  

  • An amended budget for the 2023-24 school year to reflect changes in revenue and grant allocations from ISBE and federal sources and local revenues received during the 2023-24 school year, increased/decreased costs, and the issuance of health life safety bonds for planned roof replacements at several school buildings and the issuance of debt certificates for the installation of solar panels at numerous school buildings. Amending the budget is an annual process.  

  • A resolution establishing committed fund balance at the end of the 2023-2024 fiscal year. With the approval, the district will establish and report a one million committed fund balance from the Operations and Maintenance Fund for the Columbus Elementary School Playground renovation and replacement and various parking lot repairs and improvements.  

  • MBR Management Corporation (Domino's Pizza) as the food service pizza vendor for the 2024-2025 school year. 

  • A permanent water main/water line easement for the City of Edwardsville for the purpose of installing, constructing, inspecting, operating, replacing, renewing, altering, removing, repairing, cleaning and maintaining a new water main/water line on current District #7 property near Lincoln Middle School. 

  • The submission of a proposal to the IASB Resolution Committee stating that students may not use wireless technology during instructional time. For the 2024-25 school year, cell phones will not be allowed during the instructional day but may be used at lunch time in all District #7 buildings.  

  • The 2024-25 Student Handbook. Major changes include:  

  1. Food for Special Events  
  2. Request for Nonresident Student Admission  
  3. For a nonresident student who is the child of a District employee, if the Superintendent approves the request for nonresident admission for the student, the tuition cost is waived pursuant to 105 ILCS 5/10-20.12a(a). 
  4. Extracurricular Activities Eligibility 
  5. Homeschool and nonpublic school students shall be eligible to participate in extracurricular activities, including both athletic and non-athletic, subject to the conditions listed in the handbook.
